30-31 — Annabelle Iszatt L’eau comme service public Water Infrastructure as a Public Service To counteract the devastating effects of rainfall and flooding in the province of Chaco, the project puts the power of nature in to play. By accepting vulnerability, it creates a new, fluid, and resilient urban landscape. It proposes an urban dike that reinvents itself: a water basin is equipped with modular structures that adapt to different uses, depending on the water level. A band of vegetation is placed around this infrastructure, acting as a transition zone between the water and the urban fabric. In this multiscale and multi-functional approach, the people are participants in these places. These facilities foster a new, all-season attractiveness with various activities (sport, leisure, culture). Adaptable and specific to each site, this vision pays tribute to the singularity of flooded landscapes. The relationship with water is simply magnified, with a project that reconnects society to its environment. Pour contrer les effets dévastateurs des précipitations et inondations dans la province du Chaco, le projet met en scène la force de la nature. En acceptant la vulnérabilité, il fabrique un nouveau paysage urbain, mouvant et résilient. Il propose une digue qui se réinvente: un bassin est équipé de structures modulables qui s’adaptent à différents usages, en fonction du niveau d’eau. Autour de cette infrastructure est placée une bande de végétation agissant comme une zone de transition entre l’eau et le tissu urbain. Dans cette approche multiscalaire et plurifonctionnelle, les habitants sont acteurs de ces lieux. Ces équipements impulsent une nouvelle attractivité en toutes saisons avec diverses activités (sport, loisir, culture). Adaptable et spécifique à chaque site, cette vision rend hommage à la singularité des paysages inondables. Le rapport à l’eau y est tout simplement magnifié, avec un projet qui reconnecte la société à son environnement.
